Comprehensive Environmental Regulation Project of Xiaowan River in Guanshan Lake District, Guiyang

The first PPP industry fund investment project of JSTI, the third batch of national PPP demonstration projects of the Ministry of Finance, the second batch of PPP demonstration projects in Guizhou Province, the 2017 PPP model project in the infrastructure field of Guizhou Province, and the demonstration site of the “city of thousands of parks” wetland park in Guiyang.

Xiaowan River Environmental Comprehensive Regulation Project includes river sewage treatment, water purification treatment, river regulation, river landscape treatment, environmental regulation and other aspects. Meanwhile, beheaded rivers and Dashigou and other tributaries are included in the project scope.

Main Responsibilities

Through Guizhou PPP Industrial Fund as social capital, JSTI is responsible for the survey and design, investment and financing, project management, construction, operation and maintenance and handover of the project during the franchise operation period.

 

Innovation Points

1. Technological Innovation: The water quality of the river is purified by arranging a small-sized artificial wetland purification system, integrally designing plant and animal microorganisms, arranging a biological water purification module, setting up a sedimentation tank.

2. Innovative Financing Mode: Introduce 250 million yuan of industrial fund as social capital, 100 million yuan of special construction fund for agricultural development to supplement capital, and 700 million yuan of 20-year project loan (pledge of government purchase service fee of the Agricultural Development Bank of China).

3. Innovate the assessment mechanism, adopt scientific calculation formula to realize the quantification of assessment, and completely link the governance effect with the operation and maintenance service fee of social capital.
